Definition: The Office of Thrift Supervision (OTS) is a bureau of the U.S. Treasury that regulates federal and state savings banks, federal and state savings and loans, and savings and loans holding companies. Founded in 1989, the OTS supervises several large, well-known financial firms including Merrill Lynch and Morgan Stanley.
